Since 1986, Colonial PVA has administered the Delaware Accessibility Needs Program in partnership with the State of Delaware, helping individuals with disabilities get the equipment and home modifications they need to live safely and independently. To date, the Colonial PVA has invested more than $2.1 million to assist low-income Delaware residents, removing physical barriers and improving safety, mobility, and quality of life. The program is open to any Delaware resident with a documented accessibility need. No military service required.

How the Accessibility Needs Program Works

Funding that goes directly to the work - no reimbursement required.

Home Modifications

The program covers modifications that make your home safer and more accessible, including roll-in shower conversions, wheelchair ramps, stairlifts, automatic door openers, grab bars and railings, and widened doorways. Grant funds are paid directly to the contractor or service provider upon completion of the work, so you never need to pay out of pocket and wait for reimbursement.

Mobility and Equipment

Funding is also available for wheelchairs, power chairs, prosthetics and prosthetic co-pays, hand controls, pool lifts, and down payment assistance for wheelchair-accessible vehicles.

Community and Public Spaces

The program supports accessibility improvements beyond the home, including modifications to public and community spaces that help residents get out and participate in their communities. All funded improvements are designed to meet ADA standards.

Reapplication

The program funds one modification at a time. If your needs change or additional modifications are required, you can reapply, provided you continue to meet the eligibility criteria.

How to Apply

The review process typically takes 4 to 6 weeks after submission.

Check your eligibility

You must be a Delaware resident with a documented accessibility need. You do not need to be a veteran to apply.

Gather your documents

You will need proof of Delaware residency, medical records documenting your accessibility need, and two months of bank statements for every person living in your household.

Complete and submit your application

Download and complete the application form and submit it along with your documents to the Colonial PVA chapter office. Our team will review your application and notify you of the decision.
